A review of methods used across Europe to estimate work-related accidents and illenesses among the self-employed

The overall proportion of self-employed workers is stable in Europe, however there has been a marked growth over recent years in the number of self-employed working in the services and construction sectors. The level of self-employment in high risk sectors such as agriculture and construction means that the capturing of accurate OSH data for this group becomes ever more important. Currently, such information is available at European level from surveys of workers, such as Eurofound's European working conditions survey (EWCS) and the LFS (2007 ad-hoc module on accidents at work and work-related health problems) and from accident registers (ESAW). Although national differences in definitions, reporting rates and systems render comparative data analysis difficult, there is scope for improving the quality of monitoring of OSH for self-employed through the sharing of knowledge about current practices across Europe. This report describes monitoring systems currently in use and highlights any recent initiatives designed to improve the monitoring of OSH with respect to self-employed in ten selected Member States (Belgium, Czech Republic, Finland, Germany, Hungary, Italy, Lithuania, Malta, The Netherlands and Poland).

Mental Illness

Research Unveils Employers Concerns
In the workplace, attitudes toward mental health and mental illness make a big difference for all employees but especially for those experiencing mental health issues. British scientists of the Oxford University have analysed which concerns make employers not to engage applicants with mental problems. Obviously these concerns are widely spread: A survey and found out, that there is evidence that people with mental health problems are being turned down for a job because of their mental health problem or stopping themselves from looking for work because they anticipate discrimination.

Flexibility profiles of European companies

This report analyses European corporate practices in terms of working time flexibility as revealed by the European Company Survey 2009 (ECS 2009). Flexibility in working time is a central aspect of ongoing debates regarding boosting employment in the EU. Enabling employees to better balance their working time and domestic reponsibilities is seen as a key way of encouraging more citizens to enter and remain in the workforce. At the same time, greater working time flexibility on the part of companies – and hence, employees – can enable European enterprises to be more responsive to market demands, so boosting the Union's competitiveness.

Health at Work

Indicators and Determinants
In this paper, the current knowledge and issues regarding the economic impact of health at work in Germany is reviewed as a part of the EU project “An inquiry into health and safety at work: a European Union perspective” (acronym: HEALTHat-WORK). After a description of the German institutional framework for occupational safety and health (OSH), it presents indicators of health and safety at work – such as sickness absences, occupational accidents and diseases, disability rents, working conditions, and OSH policy. The paper's major contribution is a review of economic research on the determinants of OSH indicators in Germany, and a review of the data sets that have been or may be used. The aim is to identify the main issues addressed in the literature, the approaches adopted, the data analyzed, and the research gaps that still exist with respect to analyzing health at work in Germany.

Travail de nuit

Pour un renforcement de la surveillance médicale
Le travail de nuit doit demeurer une exception et sa mise en place doit être strictement encadrée. Telle est la conclusion d'un récent rapport du Conseil économique, social et environnemental. Le document pointe les répercussions néfastes du travail de nuit sur la santé des travailleurs et préconise un renforcement de l'information et de la surveillance médicale des salariés concernés.

Healthcare workers exposed to physical violence
A new study found that healthcare workers who are exposed to physical violence at work experience significantly more often low back pain and other musculoskeletal symptoms.
The study, 'Violence at work increases the risk of musculoskeletal pain among nursing-home workers', is published online in the Occupational and Environmental Medicine journal.

Expérience professionnelle et gestion de la sécurité au travail

Actes du séminaire Âges et Travail 2008
Ce rapport présente les interventions et débats du séminaire Âges et Travail organisé par le Créapt, lors de son édition 2008 consacrée à « Expérience professionnelle et gestion de la sécurité au travail ». L'acception de la « sécurité » y est très large. Elle ne se limite pas à la prévention des accidents du travail. Il est aussi question de la mise en danger d'autres personnes que soi (collègues, clients, ou toute personne présente à proximité du lieu de travail), des risques pour l'environnement ou des détériorations causées aux installations.
Dans les systèmes de production d'aujourd'hui les problèmes de sécurité sont tout aussi préoccupants qu'ils le furent dans le passé, même si leurs formes se renouvellent à mesure que les conditions et l'organisation du travail changent. En particulier, les expositions au risque pour le corps sont loin d'appartenir au passé. En ce qui concerne la sécurité pour d'autres, ou la sécurité pour l'environnement, il est difficile d'afficher de grandes tendances statistiques qui indiqueraient si la situation est en train de s'améliorer ou de s'aggraver. Mais, à l'évidence, là non plus, ce ne sont pas des problèmes qui sont derrière nous. Il a été choisi de rapprocher ces enjeux de sécurité de la thématique de l'expérience et, au moins dans certains exposés, de l'âge.

Posted workers in the European Union

This report examines the extent of the phenomenon of the posting of workers, the roles played both by European and national-level legislation in determining the employment and working conditions of posted workers and the roles played by legislation and collective bargaining – and how these two domains interplay. The report is in part an update of earlier work carried out in 2003 by Eurofound into the issue – not least, updating the findings with data from the new Member States, which had not joined the Union at that time. Importantly, the research looks at the possible implications of a number of high-profile decisions taken by the European Court of Justice in cases of posting of workers, which highlighted the at times tense relationship between the twin EU goals of economic freedom and social cohesion.

Workplace mental injury creating 'perfect legal storm', report says

Financial rewards for damages caused by mental injury at work have increased over the past five years by as much as 700 per cent, according to a report released today by the Mental Health Commission of Canada (MHCC).
The report warns that a “perfect legal storm” is brewing in the area of mental health protection at work, and points to emerging responsibilities for employers to provide a psychologically safe workplace. October is Canada's Healthy Workplace Month and next week is Mental Illness Awareness Week.
The report entitled, Tracking the Perfect Legal Storm (2010), concludes that employers are confronted with a legal duty to maintain, not only a physically safe workplace, but also a psychologically safe workplace. Dr. Martin Shain of the University of Toronto, an academic lawyer and leading expert in workplace mental health issues, prepared the report for the MHCC.

Health and safety at work in SMEs

Strategies for employee information and consultation
Small- and medium-sized enterprises (SMEs) employ over 66% of Europe's working population but account for 82% of all occupational injuries and about 90% of fatal accidents. The main reason for these unfavourable statistics is that, broadly speaking, SMEs lack the knowledge and resources to manage their working environment properly, and to call in external expertise when needed.

Economic incentives to improve occupational safety and health

A review from the European perspective
The European Union strategy 2007-12 on occupational safety and health (OSH) recognises that there is a need to use economic incentives to motivate enterprises to apply good practice in their prevention work. The European Agency for Safety and Health at Work (EU-OSHA) contributes to meeting this need by providing information on the types of economic incentives that are most likely to succeed. Research has shown that external economic incentives can motivate further investments in prevention in all organisations and thus lead to lower accident rates. The primary target audience are organisations that can provide economic incentives to improve OSH, such as insurance companies, social partners or governmental institutions. These organisations are regarded as important intermediaries to stimulate further efforts in OSH in their cooperating enterprises, e.g. as clients of insurances. Therefore a network of such organisations has been established in form of an expert group, which supports the project with advice and helps to promote the results.

La perception des liens travail/santé

Le rôle des normes de genre et de profession
La perception des relations entre travail et santé est approchée à partir de deux types de sources, quantitative – l'enquête Sumer – et qualitative – une enquête localisée auprès de soignantes hospitalières et de salariés masculins de la sous-traitance dans l'industrie lourde. Trois grands modèles d'analyse des relations travail/santé sont identifiés : le travail comme facteur délétère mais méconnu, naturalisé ou dénié ; le travail comme opérateur de santé ; le travail comme facteur de sélection par la santé. Ils sont mis à l'épreuve des données produites par ces deux types de sources. Il apparaît indispensable non seulement de combiner ces trois modèles d'analyse, mais de les compléter par une meilleure prise en compte de la diversité des significations sociales et subjectives des notions de « travail » et de « santé », et d'élargir les modèles d'analyse de leurs connexions, objectives comme subjectives. Le genre, notamment, définit de manière distincte le sens et la place du travail professionnel dans la vie. Les résultats invitent également à mieux prendre en compte le travail non seulement comme activité concrète, mais aussi comme statut social et économique, et comme activité dont le sens et l'évaluation ne sont dissociables ni des contraintes et arbitrages de la vie quotidienne, ni des parcours sociaux, qui sont associés au rapport subjectif à l'existence et donc à la santé elle-même : pouvoir d'agir, sentiment de réussite sociale.
